During that 15 minute coffee break you took this morning, somewhere across the ocean an elephant was killed.? It is estimated that every 15 minutes an elephant is slaughtered, about 40,000 annually.

It makes you wonder how much longer wild elephants will roam the earth.? Because at this rate, with high global demand for ivory and high levels of poverty for people that live near these creatures, they won?t be around for much longer.

The New York Times recently ran an op-ed by Carl Safina of the Blue Ocean Institute called ?Blood Ivory? that highlighted the forces at play.? Certainly consumption and poverty are drivers, but Safina pointed out how international policy has failed elephants.? A loop-hole of sorts in the Convention on International Trade in Endangered Species (CITES ? an international agreement that regulates the trade of endangered plants and wildlife), allows for one-time sales of ivory stockpiles, resulting in skyrocketing demand for ivory.? Ironically, a CITES ban on ivory in 1990 was successful in increasing elephant populations, yet this same multilateral environmental agreement is now feeding demand for ivory.

The graph below is from the just released United Nations Environment Programme Year Book 2013, which noted that ?2011 was the worst year on record for ivory seizures? for elephants and rhinos.

It is undeniably a bleak situation, yet there are some solutions ? beyond ending the CITES loop-hole ? that can begin to address and hopefully change the situation for the better, for both people and elephants.? Two solutions are empowering women and recognizing rights of nature.

Solution: Empowering Women

Addressing the needs of women can benefit communities and the environment.? Women are on the frontlines of coping with the effects of environmental degradation. In most countries around the world they are the main providers of food, water, and other resources for their families. When women are empowered, they can better support their families and adapt to environmental impacts, including climate change.

A woman?s decision on when and whether to have a child and her access to reproductive care, as well as education, are key components of a healthy and sustainable society.

In Tanzania, for example, family planning use has increased among married women since the early 1990s, yet it is still relatively low in the country, rising from 10 percent in the early 1990s to 34 percent in 2010, according to Population Reference Bureau.

Part of empowering women is addressing inequity.? Tanzania currently has 46 million people, estimated to increase to 82 million people by 2050. Most poachers are driven by grinding poverty, in a country where nearly 70 percent of the Tanzanians live on less than $1.25 per day. When people?s basic needs are met, they choose to invest in their families and communities.

Empowering Tanzanian women and families with reproductive rights, healthcare, education and sustainable and secure livelihoods can and will improve the situation and enable them to overcome challenges.

Of course, poachers tend to be men, and males with little education or few job prospects need to find ways to survive and feed their families.? Men need to be invested in and empowered too, to overcome poverty and a lack of quality jobs, and to have the right to an education.? Ultimately it comes down to empowering all people.

Solution: Rights of Nature

Earth does not exist for our species alone. Elephants and species all over the world are at grave risk due to human development and demand. The planet is undergoing its sixth mass extinction. Despite global conservation efforts, more species are lost every day. Worse, some like elephants and rhinos, are poached only for their tusks and left to die.

Given this situation, there is a growing movement around recognizing rights of nature that acknowledges that nature in all its life forms has the right to exist, persist, maintain and regenerate its vital cycles. This is another solution for protecting elephants. Under this thinking, nature is not viewed as property and something to be exploited by humans.

There is precedent. Ecuador has included rights of nature in its state constitution, recognizing the legal right of ecosystems to exist. Bolivia has passed a law of Mother Earth, mandating nature legal rights, specifically the rights to life, regeneration, biodiversity, water, clean air, balance, and restoration. Rights of nature has been upheld in Ecuadorian court.

Considering Tanzania again, which still has a somewhat viable elephant population, recognizing rights of nature could be one way to protect remaining numbers.? The country recently rescinded a proposal to sell a stock-pile of ivory under the CITES loophole.? If rights of nature laws were in place, then selling ivory could be found illegal.

Natural laws should be constructed to be in balance with the needs of local people; as stated above, even poachers need education and sustainable economic alternatives.? Currently though, neither elephants/nature, nor people, are winners in this terrible situation.

Ensuring a Brighter Future

Not to be overlooked is the role of consumption.? Educating and empowering women and girls, promoting economic and sustainable livelihoods for local populations, and pulling people out of poverty must be top priorities.? But if there are no consumers for a product, or if there is a ban, then the market theoretically disappears, as happened with the earlier CITES ban.? A ban on ivory trading must be reinstated across the board, no exceptions.? And consumer education must also be made a priority.? Buyers of ivory need to fully comprehend ? and care ? about the true costs of ivory.

It is estimated that Africa has lost close to 90 percent of its elephants in the last fifty years.? There is still a small window of opportunity to change this picture and protect elephants and the people who share the land with them.? This is not negotiable; this is how a civilized society should function.? The global community knows what to do ? fully implement a ban on ivory, invest in people?s rights and livelihoods, and protect and respect nature.

Stocks surge, Dow nears record high

NEW YORK (AP) ? The Dow came within 60 points of its all-time high Wednesday after rising sharply for a second straight day.

The market surged following more evidence that the Fed will keep interest rates low, housing will keep recovering and shoppers aren't pulling back on spending, though they're paying more in Social Security taxes this year.

The gains were broad: Twenty-nine of 30 stocks in the Dow Jones industrial average rose. All 10 industries in the Standard and Poor's 500 index climbed.

The Dow Jones industrial average closed up 175.24 points, or 1.2 percent, to 14,075.37. The index is now 89 points from its record close of 14,164.53 reached in October 2007. The index rose steadily from the opening bell, then peaked near the record at 3:26 p.m. Eastern Time, before easing slightly in the last half hour of trade.

The Dow has surged 290 points in the past two days, erasing its drop of 216 points Monday when inconclusive results from an election in Italy renewed worries that Europe's fiscal crisis could flare up again.

"The market psychology has clearly shifted. It's no longer sell the rally, it's buy the dips," said Dan Veru, chief investment officer of Palisade Capital Management. "The economic data continues to be strong."

The Standard and Poor's 500 index gained 19.05 points, or 1.3 percent, to 1,515.99. The Nasdaq composite rose 32.61 points, or 1.3 percent, to 3,162.26. The index is 6.5 percent higher for the year, and is about 3.1 percent short of its record close of 1,565.

Investors were also encouraged Wednesday that Federal Reserve Chairman Ben Bernanke stood behind the central bank's low-interest-rate policies as he faced the House Financial Services Committee. His comments dissipated worries about the bank's resolve to keep up the program. Those worries sprang up last week when minutes from the bank's last policy meeting revealed disagreement among Fed officials.

Also, the number of Americans who signed contracts to buy homes rose in January from December to the highest level in almost three years. The report continued a string of positive housing news. Sales of new homes jumped 16 percent last month to the highest level since July 2008, the government reported Tuesday.

Home builder stocks rose for the second day in a row. PulteGroup climbed 25 cents, or 1.3 percent, to $19.30, after rising 5.7 percent the day before.

"Some encouraging news for the bulls has been the housing data that has come out over the past couple of days," said Todd Salamone, director of research at Schaeffer's Investment Research.

The analyst said he remained "extremely bullish," on stocks in the medium and long-term, but cautioned that a pullback may lie ahead in coming days after the year's strong gains.

Stocks have surged since the start of the year. The Dow is up 7.4 percent and the S&P 500 has climbed 6.3 percent.

But rising even more is the Dow Jones transportation average, which is up 13 percent for the year to 5,989.37. Airlines like Delta and Alaska Air are powering the gains.

"If the economy is doing well you've got to be moving stuff around," said Phil Orlando, chief equity strategists at Federated Investors. "You've got to be moving people on airplanes, you've got to be moving cargo with trains or trucks, or UPS."

Discount retailers rose Wednesday. Dollar Tree jumped $4.31, or 11 percent, to $45.39 after reporting a 22 percent profit increase. Dollar General rose $1.61, or 3.6 percent, to $46.56. Family Dollar Stores rose $1.39, or 2.5 percent, to $57.68.

Earnings for S&P 500 companies will climb 7.8 percent in the fourth quarter, the third straight quarter of growth, according to data from S&P Capital IQ.

The yield on the 10-year Treasury note rose two basis points to 1.90 percent.

Among other stocks making big moves;

? Retailer J.C. Penney fell $3.07, or 15 percent, to $18.09 after the market closed following a much a quarterly loss that was much larger than expected.

? Priceline.com rose $17.42, or 2.6 percent, to $695.91 after reporting that its net income jumped in the fourth quarter as bookings grew.

? First Solar plunged $4.32, or 13.8 percent, to $27.04 after the company posted disappointing sales for the fourth quarter and gave a weak early outlook for the year.

? Target fell 93 cents, or 1.5 percent, to $63.12 after the No. 2 discount chain's quarterly income fell 2 percent as it dealt with intense competition during the holiday shopping season.

? DreamWorks Animation fell 30 cents, or 1.8 percent, to $16.31 after posting a loss of $82.7 million. The company booked a write-off on its November release "Rise of the Guardians" and on an upcoming movie that needs to be reworked.

Tizen's holding a posh little shindig here at Mobile World Congress to officially launch the Tizen 2.0 OS, which was recently released to developers (but not on phones you can actually buy). In addition to showcasing the operating system, which we just got hands-on with, the company announced a bit of news: France Telecom-Orange will sell Tizen 2.0 handsets this year, with devices from both Samsung and Huawei. GAINESVILLE, Va. ? It appears someone wanted to level up with a new gaming console, and used a knife to take the fun home for himself.

Two gaming systems were stolen Sunday from a GameStop store in Gainesville. Police said the man used a knife in the heist.

On February 24th at 5:55PM, police responded to the GameStop located at 7336 Atlas Walk Way in Gainesville (20155) for a robbery. ?Employees reported to police that just prior to closing; an unknown man entered the business and walked into a rear storage area holding a knife. The man took 2 gaming consoles, valued around $600, and fled the store. The suspect was last seen getting into the passenger seat of an awaiting vehicle. No injuries were reported.

Happy, snappy tweets gain the most Twitter followers

Want to be popular on Twitter? There are plenty of people who claim they can help, but their tips rarely work and many of them are scammers. Now scientists have joined in, boiling down half a million tweets to a few simple rules for gaining a following.

C.J. Hutto (@cjhutto on Twitter) and colleagues at the Georgia Institute of Technology in Atlanta examined the content and retweeting fate of tweets sent by 500 non-celebrities over a 15-month period. They looked for 2800 terms that convey positive and negative emotions, including slang and swear words, a set of emoticons and common acronyms, like LOL.

By giving each term a score on a sliding scale of positivity they were able to assess whether Twitter users who used each term gained or lost followers. The keys to success, they found, were to tweet positive messages, write clearly and retweet interesting titbits of news.

People who tweeted mostly about themselves didn't fare so well. "Twitter is used quite heavily as a news medium," Hutto says. "My weak connections on Twitter care less about what I had for breakfast than they do about this neat bit of news I discovered."

Know your audience

Previous studies had suggested that following "important" people like celebrities and getting them to follow you back, alongside the frequency and timing of tweets were key factors in upping your number of followers. But the team's study suggests it's what's in your tweets, rather than who you follow, that has the biggest impact on the size of your Twitter audience.

How engaged people are with their followers also matters. "Twitter users who engage with their existing followers via mentions, replies and favouriting had positive follower growth, while users who mostly broadcast to no one in particular had dramatically suppressed growth rates," says Hutto.

Readability was also key. The team constructed a "Tweet Reading Difficulty Index" to measure how understandable the tweets were. Those whose tweets scored higher on the index had more followers.

"When deciding whether or not to follow a virtual stranger, we found Twitter users seek out well-written over poorly written content," says Hutto. "People rely on linguistic cues like spelling and vocabulary to compensate for the lack of traditional contextual cues available in face-to-face settings."

The researchers will present their findings at the Conference on Human Factors in Computing Systems in Paris, France, in April.

Court takes up question of arrestee DNA sampling

WASHINGTON (AP) ? The Salisbury, Md. police department thought they had finally caught a break.

A man wearing a hat and scarf and brandishing a gun had raped and robbed a 53-year-old woman in her home and then vanished into the night. Almost six years later, Alonzo King was arrested in a nearby county and charged with felony second-degree assault. Taking advantage of a Maryland law that allowed DNA tests following felony arrests, police took a cheek swab of King's DNA which matched a sample from the 2003 Salisbury rape. King was convicted of rape and sentenced to life in prison.

But then a Maryland court said it had to let him go.

King was never convicted of the crime for which he was arrested and swabbed. Instead, he pled guilty to the lesser charge of misdemeanor assault, a crime for which Maryland cannot take DNA samples. The courts said it violated King's rights for the state to take his DNA based on an arrest alone. The state Court of Appeals said King had "a sufficiently weighty and reasonable expectation of privacy against warrantless, suspicionless searches."

On Tuesday, the Supreme Court will try to balance the rights of Americans who have not been convicted of a major crime to keep their DNA out of the government's hands against the government's interest in closing cold cases and the rights of crime victims to finally see justice done.

If the justices rule for King, more than 1 million DNA profiles that have been stored in a federal database for matching with future crime scene evidence may have to be purged and others will never be collected, leading some repeat offenders to go free, advocates say.

"The early collection of DNA prevents crime," said William C. Sammons of the Maryland Coalition Against Sexual Assault. "Had the recidivists been identified early in their career through arrestee collection, they would not have been able to commit the bulk of their crimes."

But privacy activists see letting police use DNA information without a warrant or a conviction as another loss for American privacy, with Americans' genetic information held by the government eventually being used for other purposes, just as Social Security numbers were originally not intended to be used for identification.

"Regardless of what the government does with the DNA sample and the limits it places on the sample's use, all the highly personal data in it is in the government's possession, and outside the individual's control," said Jennifer Lynch, lawyer for the Electronic Frontier Foundation.

Getting DNA swabs from criminals is common. All 50 states and the federal government take cheek swabs from convicted criminals to check against federal and state databanks, with the court's blessing. But now 28 states and the federal government now also take samples from people who have been arrested for various crimes, long before their guilt or innocence has been proven. According to court documents, the FBI's Combined DNA Index System or CODIS ? a coordinated system of federal, state and local databases of DNA profiles ? contains more than 10 million criminal profiles and 1.1 million arrestee profiles.

Victims' rights groups argue that the earlier the DNA test, the earlier repeat criminals are put in jail. And since arrestees already have to tell police their names and give them their fingerprints and any identifying documents they're carrying, they have no right to hide genetic information that could help solve cold cases, they say.

"Arrestees have no greater interest in withholding the identifying information used in DNA fingerprinting than in withholding traditional fingerprints. The only difference is that it is a better means of identification that is more effective in protecting the public from recidivists like Alonzo King," said Jonathan S. Franklin, a lawyer for DNA Saves and other victims' rights groups.

The Obama administration added that the government's interest in solving crimes outweighs the right to keep personal genetic information secret. "The government ? and society at large ? has an overwhelming interest in solving crimes," which not only helps victims but also exonerates the innocent, Solicitor General Donald B. Verrilli Jr. wrote in court papers.

Groups like the American Civil Liberties Union see DNA evidence as a slippery slope, however.

"In less than 25 years CODIS has expanded from including samples only from persons convicted of serious felonies, to the now-routine collection of DNA from persons convicted of any felony, to samples from persons who have not been convicted of anything but have merely been arrested for minor offenses," said Michael T. Risher, lawyer for the American Civil Liberties Union Foundation of Northern California.

He said that expansion is best seen in California, which seizes and searches the DNA of everyone arrested for any felony ? leading it to have the third-largest DNA database in the world, after the United States and the United Kingdom.

"The brightest, most fundamental line in our criminal justice system is the one that separates those who have been convicted of a crime from those who are presumed innocent," Risher said. If the government can cross that line to collect DNA, the database can grow without limit, he said.

Governments rarely get rid of the samples once they have them. Only nine states that collect DNA from arrestees automatically expunge samples from individuals who are not eventually convicted, court papers said. "The other states and the federal government retain these samples even when the subject has never been convicted, or even charged, of any crime," he said.

The Supreme Court is expected to make a final decision before summer.

After farm days are over, animals retire to island | Online Athens

ST. SIMONS ISLAND ? At the end of a long, winding dirt road shaded by moss-covered trees on the north end of St. Simons Island is a place where animals go to retire.

Yes, that?s right ? retire.

The Farm at Oatland North is home to retired farm animals, as well as laid-back domestic pets, such as cats and dogs.

It?s a family passion, said Natalie Murrah, former shelter director of the Humane Society of South Coastal Georgia, whose family owns the farm.

?I guess we?re just sensitive about the plight of animals. We love them,? she said. ?It?s all kind of hard to explain. We just love them.?

The farm has grown to include 18 horses and a number of other types of animals.

An animal couldn?t ask for more. Goats run playfully around a stable, horses relax in the shade, and cows take in the warm island air.

Some were purchased from neglectful owners. Others were found by officers with Glynn County Animal Services who contacted the farm.

The farm is at near capacity since the Great Recession, which left some farmers and pet owners unable to care for their animals.

?A lot of people couldn?t afford their animals,? said Bascom Murrah, Natalie Murrah?s father, who lives on the farm.

The cost of caring for the animals at the farm, which recently became a nonprofit organization, is paid mostly from personal finances. The costs can add up.

?Mother Nature never sleeps,? Bascom Murrah said.

The farm has little room to take in new animals, but it hopes to grow its programs. That means animals in retirement might have just one more light duty job to do.

Bascom Murrah says he hopes to get a program going for special-needs children that would involve the farm?s retired denizens.

It?s a space some children have already come to love.

?We?re definitely not a petting zoo, but we definitely try to teach children how to interact with animals,? Natalie Murrah said.

Pentax MX-1

The Pentax MX-1 ($499.95 direct) is the company's first attempt at a compact digital camera with a larger-than-average image sensor. The 12-megapixel shooter packs a 1/1.7-inch BSI-CMOS sensor, but its exterior is what turned heads when it was announced at CES. Available in silver or black, it simply exudes style. The top and bottom plates are painted brass, and the paint will wear over time to develop a patina that classic camera lovers will appreciate. When it comes to performance, The MX-1 doesn't come close to ousting our current high-end compact Editors' Choice, the Sony Cyber-shot DSC-RX100 from its perch, but its rating would likely improve if a firmware update is able to alleviate some of its quirks.

Design and Features
The MX-1's design is reminiscent of its namesake, the Pentax MX, a 35mm SLR that was the company's flagship camera in the late 1970s. The MX-1 is much smaller than an SLR, it measures about 2.4 by 4.8 by 2 inches and weighs 13.8 ounces. It's not too far off in size from the 12.2-ounce Olympus XZ-2, which measures 2.6 by 4.4 by 1.9 inches. Both cameras feature a 4x (28-112mm f/1.8-2.5 equivalent) lens, but the Olympus features a hot shoe that can accommodate an external flash or electronic viewfinder.

Control layout is one of the MX-1's strong points. You'll find a Mode Dial, EV Compensation Dial, and Movie Record button on the brass top plate, along with the shutter release, zoom control, and Power button. The rear of the camera features a control dial so you can quickly adjust aperture, shutter speed, or other settings. Rear buttons include Exposure Lock, Drive Mode, Focus Mode, Flash control, and ISO control. There's also the Pentax Green Button, which can be used to undo any changes you've made when shooting in Program mode. The Green shooting mode is equivalent to the "smart automatic" modes found on competing cameras.

The sharp, 921k-dot, 3-inch rear display boasts a 3:2 aspect ratio, slightly wider than the 4:3 ratio of the MX-1's image sensor. And the display is hinged so that it can tilt up or down. Nikon's take on this type of camera, the Coolpix P7700 also sports a 921k-dot display, but one with a vari-angle design that lets you swing it out to the side of the camera. One feature that works in the MX-1's favor is the digital level that appears along the top and right side of the display, which checks both horizontal orientation and the camera's yaw forward and back. This makes it possible to get shots where you are plumb with your subject, which be difficult when using an LCD for composition. The level can be turned on or off via the camera's menu system. If it's on, it's always on?even when you minimize the information displayed on the LCD by hitting the rear OK button. There's no optical viewfinder?the only cameras in this class that offer them are the Canon PowerShot G15 and the Fujifilm X20.

While neither is common enough to be an expected feature in this level of camera, Pentax chose not to include GPS or Wi-Fi in the MX-1. If you're looking for a Wi-Fi-enabled camera with a bigger sensor and a fast lens, take a look at the Samsung EX2F, it has one of the better wireless implementations we've tested. The Canon PowerShot S110 also has Wi-Fi, and can add GPS information to your photos when paired with a smartphone. ?The previous-generation PowerShot S100, which can still be found at retail, has a dedicated GPS module, but no Wi-Fi support.

NATO: No evidence for Afghan claim of misconduct

KABUL, Afghanistan (AP) ? A spokesman for the U.S.-led coalition in Afghanistan says NATO has so far found no evidence to support Afghan allegations of misconduct by American special forces in a strategic eastern province.

German Gen. Gunter Katz said on Monday that the International Security Assistance Force will work with the government to find a solution to the concerns of Afghans.

Katz's comments come a day after President Hamid Karzai ordered all U.S. special forces to leave Wardak province within two weeks because of allegations that Afghans working with them are torturing and abusing other Afghans.

Katz says that ISAF cannot comment until NATO meets to discuss the issue with the Afghan government.

Sunday's order seems to have surprised both NATO and U.S. Forces Afghanistan, a separate command.

AMD Turbo Dock tech boosts performance of docked Windows convertible laptops

While the jury's still out as to whether users will embrace the new convertible laptops that have launched with the debut of Windows 8, AMD is betting that its new Turbo Dock technology can help improve the computing experience whether you're using one in tablet mode or as a traditional notebook.

The chip company says its new feature, to be showcased in devices unveiled at next week's Mobile World Congress 2013, addresses the fact that the hybrid device performs similarly whether it's in laptop or tablet mode, even if you are doing wildly different tasks. To remedy this situation, Turbo Dock will speed up the accelerated processing unit (APU) of the unit when its docked in its keyboard, while drawing less power when it's being used as a tablet.

The innovation will be baked into AMD's new "Temash" chip for tablets and hybrid devices, which will also be on display at MWC 2013. It will counter Intel's current Ivy Bridge processors being used in Windows 8 mobile PCs, as well as the forthcoming Haswell chips. Like Intel, AMD is playing catch-up in the tablet processor space, but hopes its long-time association with traditional Windows desktops and laptops will help it break into the market via the new form factors based around Windows 8.

The Turbo Dock feature is a nice selling point -- especially if it works well in real-world testing -- that marries internal performance to external usage, but will anyone be buying? That's not a question unique to AMD and its new Temash platform. To spur the adoption of touchscreen Windows 8 systems, including the convertible laptops Turbo Dock is designed to work with, Microsoft and Best Buy are planning a $100 discount program starting this Sunday.?

We'll see what types of devices Turbo Dock will launch with as MWC 2013 kicks into gear next week, so stay tuned.
