Cabrera ties Hamilton in HRs; Tigers beat Twins

MINNEAPOLIS (AP) ? Miguel Cabrera's line drive home run in the eighth inning against Minnesota moved him into a tie with Texas star Josh Hamilton for the AL lead, bringing the first triple crown since 1967 that much closer to reality.

The blast may have been even bigger for Detroit's playoff chances.

Cabrera's home run gave the Tigers a five-run cushion they would end up needing and Justin Verlander struck out eight in seven innings in a 6-4 victory over the Minnesota Twins on Saturday that gave them a two-game lead in the AL Central.

Cabrera's blast in the eighth inning off Casey Fien was his 43rd home run for the year. He also leads the AL in batting average (.327) and RBIs (136) as he looks to become the first player since 1967 to lead the league in all three categories.

"It's unbelievable what he's done this year," said Verlander, the reigning AL MVP who was wearing a dark blue t-shirt with the message "Keep the MVP in the D" and Cabrera's name on the front. "It's amazing to me how he keeps getting better. He's already the best hitter in the game and he keeps taking it to another level."

Verlander (17-8) allowed four hits and one unearned run to drop his ERA to 2.64 for the Tigers, who had to sweat out another close one.

Cabrera's homer proved to be a big one after Ryan Doumit hit a grand slam off of Joaquin Benoit in the eighth.

Al Alburquerque helped the Detroit bullpen do what it couldn't do against the lowly Twins on Friday night ? finish the game. Jose Valverde picked up his 33rd save. Prince Fielder and Andy Dirks also went deep for Detroit.

Chicago lost to Tampa Bay 10-4 moments before the final out of the Tigers game.

"I want to talk about the team," Cabrera said respectfully. "There's too many distractions right now and been talking too much about triple crowns. I pull too much attention. I don't want to do that. I want to go out there and play my game."

P.J. Walters (2-5) gave up two runs on four hits with five strikeouts in five innings for the Twins. Joe Mauer went 0 for 3 with two walks, dropping his average to .320.

One day after Detroit lost a game of cushion to the White Sox when reliever Brayan Villarreal couldn't find the plate in the eighth inning of a 4-2 loss to the lowly Twins, Verlander came out determined to make sure the Tigers kept the pressure on Chicago.

"That was a huge game for us," manager Jim Leyland said. "You look at the scoreboard and see the White Sox most likely are going to lose. That's a game you've got to win."

With a free and easy delivery, the right-hander kept his fastball at 93 or 94 mph while keeping the Twins off balance with an array of off-speed pitches. He started to ramp things up in the fourth when he blew Justin Morneau away with consecutive fastballs of 98 and 99 and hit 100 later in the inning.

It wasn't just Verlander's dazzling stuff that gave the Twins hitters problems. The afternoon shadows at Target Field make it very difficult for hitters to pick up the ball coming out of the pitcher's hand and often contributes to slow days for the offense.

That appeared to be the case early for Cabrera as well, who was befuddled by Walters. The slugger struck out in his first two at-bats and flew out to right in his third. Cabrera entered the day leading Mauer by five points in the batting race, Hamilton by eight in the RBI race, but trailing Hamilton by one in homers.

So will he be watching Hamilton down the stretch?

"I'll let you guys keep Hamilton in your eyes," Cabrera said. "I'll go to the hotel and get some breakfast tomorrow and try to win tomorrow."

The bigger prize, of course, is the division title. Neither the Tigers nor the Sox will qualify for one of two wild cards in the American League, so their only way in is through the division door.

"The last couple weeks, there's too much attention right now," Cabrera said of the triple crown. "I don't like too much of that stuff. But it's always good. You've got to feel comfortable with that. You've got to feel positive and be ready to play."

NOTES: Verlander left with nobody out in the eighth after Denard Span reached on an error, marking just the fourth time all season he's been taken out in the middle of an inning. ... One night after making a costly error late in a 4-2 loss to the Twins, Fielder was sharp at 1B, making a quick decision on a hot grounder from Jamey Carroll in the fifth. Fielder threw to third base and Cabrera chased Trevor Plouffe down to get the lead runner. ... Plouffe snapped an 0-for-18 skid with a double in the fifth inning. ... The Tigers will send RHP Anibal Sanchez (4-6, 3.95) to the mound for the series finale against Twins RHP Liam Hendriks (1-8, 6.09). Sanchez is coming off of his first shutout in more than a year, a three-hitter against Kansas City that put the Tigers into a tie for first place.

Now, he wants to change the way 3-4 defensive ends are perceived.

?I?m trying to break the mold,? Watt recently said, via Paul Kuharsky of ESPN.com.? ?A lot of people keep telling me that, that we?re not allowed to make plays or we?re not supposed to make plays.? One of the things is that Coach Phillips puts me in great position to have success, he gives me great opportunities.? And I think another thing is just having the belief, and not buying into this thing where you can?t make plays.?

Ordinarily, 3-4 defensive ends are responsible for tying up offensive linemen, so that the linebackers can get to the man with the football.? Former Steelers defensive end Aaron Smith was among the best to ever fulfill that role, even though it meant toiling in relative anonymity.

There?s nothing anonymous about Watt.

?I mean, I don?t know why people say that you can?t make plays,? Watt said.? ?If you bust your tail and you?re rushing the passer, you?re going to get a sack. If you?re chasing down a runner from the back side and you beat your blocker, you?re going to get a [tackle for loss].? I don?t see why you have to be a block-eater.?

Defensive coordinator Wade Phillips says that great talent can overcome the pigeonhole tendencies of defensive line play in his alignment of choice.

?That?s why we don?t play a conventional 3-4,? Phillips said.? ?In the Phillips? 3-4, my dad?s 3-4, he said, ?Elvin Bethea isn?t going to play two-gap, he can stunt, he can move, let?s get him on the move where he can make plays, because he?s a great player.?? You do what your players can do, you can utilize that kind of personnel in our defense.?

The Texans have that kind of personnel, and they?re utilizing it.

And Watt isn?t just breaking the mold, he?s smashing it ?presumably with that Iron Mike Sharpe-looking contraption that Watt is wearing to protect an elbow that was dislocated during camp.

Hospital observation units could save the health care system $3.1 billion

ScienceDaily (Sep. 28, 2012) ? New research suggests that maximizing the potential of observation units in hospitals could result in significant cost savings for the both the hospital and the healthcare system.

Previous research has shown that observation units in a hospital can be an efficient way to care for certain patients, but only about one-third of hospitals in the United States have such units. Now, researchers at Brigham and Women's Hospital (BWH) estimate that maximizing the potential of an observation unit in a hospital could result in $4.6 million in savings annually for the hospital and $3.1 billion in overall savings for the health care system in the United States. These findings are published online by Health Affairs and will also appear in the journal's October issue.

"We believe that this is the first attempt to quantify the financial impact of an observation unit," said Christopher Baugh, MD, lead researcher on the paper and a physician in the Emergency Department at BWH. "Wider use of observation units may play a significant role in saving cost for the health care system and future policies that are focused on doing so should include support for observation units as an alternative tin short-stay inpatient admission," Dr. Baugh said.

An observation until, a dedicated space typically near or within the emergency department, is an alternative to inpatient admission and is dedicated to caring for patients, usually for a 24-hour period, who have been discharged from the emergency department (ED) but require further observation and are not ready to safely leave the hospital. Previous research has shown that care in these units is equal or better in quality compared to inpatient care for certain patient populations.

Researchers used national survey data and published research to determine the average cost saving per observation unit and the number of hospitals that would benefit from an observation unit. They created a simulation model by using a method frequently used to evaluate risk in business when there are many uncertain variables.

Based on their model, researchers report that the average amount saved per patient, after adjusting for inflation could be $1,572 per visit to the observation unit when compared to an inpatient admission. Overall, the national cost savings could be up to $3.1 billion annually if the potential of observation units were maximized. This savings is due largely to avoiding 2.4 million inpatient admissions. Additionally, researchers report that for hospitals with large enough volume to justify the operation of an observation unit, the annual cost saving for that hospital would be $4.6 million, resulting from approximately 3,600 inpatient admissions avoided. Hospitals that would fit into this category include all those with more than 50,000 annual ED visits and many hospitals with 20,000-50,000 annual ED visits.

"In the wake of health care reform and increased scrutiny on the cost of health care, the health care system is under pressure to maintain quality care while decreasing cost. Observation units represent a feasible way to achieve this goal and merit further evaluation as model for acute care redesign to increase the value of care provided throughout the country," Dr. Baugh said.

chief backers of Ballot Measure 79 submitted a voters' pamphlet
statement this summer brimming with reasons to enshrine a ban on real
estate transfer taxes in the Oregon Constitution.

The tax is already prohibited in Oregon, with the exception of Washington County, but advocates want to make sure the state doesn't implement a tax or allow local governments to impose one.

The reasons put forth by the Oregon Association of Realtors basically boil down to this: Home prices are down, property taxes are high enough, and you don?t want another tax -- or two or three? -- that would make it harder to buy or sell a home. ??

The group also plants a bug of fear in tax haters with this:

"Politicians have considered the idea of charging or allowing multiple layers of transfer taxes each and every legislative session for the last decade, and in fact one of the state's largest governments made charging this tax one of their top priorities just this year." (our emphasis)

Over the past few years, as gas prices have continued to climb, and the effects global warming have become a more pressing issue, people have been looking for ways to change. People are investing in forms of renewable energy, moving into smaller homes or more affordable areas, cutting down on unnecessary expenditures, and so on. However, one of the most noticeable ways people have been becoming more energy efficient is through their cars. More people are driving hybrids than ever before; but there is one that is clearly at the top?the Toyota Prius.

Introduced in Japan in 1997, and to the rest of the world three years later, the Prius quite literally revolutionized how the automotive industry looked at fuel efficiency. Now, after thirteen years of unmitigated success with the Prius, Toyota is looking to once again ramp up its production of green vehicles.

Over the next three years the company intends to introduce 21 new hybrid vehicles, including a 100% electric option. Toyota hopes to have a fuel cell powered car on the market in 2015. The initial run of electric cars will be limited in number and expensive for consumers, but they are also releasing a more affordable all-electric version of their popular Rav-4. The proliferation of fuel cell technology in cars would represent a massive leap forward in terms of green technology and renewable energy, as they use hydrogen to produce electricity and have virtually zero carbon emissions.

Obviously, Toyota has a significant financial motive in developing these technologies (the last couple years have not been kind to automobile manufacturers), but that is not the point. The simple fact is that they are committed in the long term to developing these technologies which have already proved beneficial for consumers and the planet. Sign this petition and thank Toyota for its continuing commitment to efficient energy solutions and environmental responsibility.

Those who have however, have often turned to one of your most popular cars, the Prius, as a means of lightening their own burden financially, as well as the Earth?s burden, environmentally. Since its introduction the Prius has represented a tremendous advance in green technologies, and the rapid rate at which they have been selling goes to show just how eager people are to embrace such technologies.

Now, you have announced that you will be taking what you started with the Prius even further by introducing nearly twenty-one more hybrid and electric cars to your catalog over the next three years, with hopes of having a fuel cell powered option on the road in that same time frame. Mr. Cho, Mr. Toyoda, the two of you and all of those who work for you have once again revolutionized green automotive technology, something you should be extremely proud of.

These advances, which you are on the cutting edge of, are certain to help the world and be beneficial to the environment. Once again, thank you. I hope this new run of environmentally friendly vehicles is a great success for you.

Libyan government puts army in charge of Benghazi militias

BENGHAZI, Libya (Reuters) - Libya's government, seeking to assert its authority over private militias following the killing of U.S. diplomats in Benghazi, placed two powerful freelance units in the city under the command of full-time army officers on Monday.

No comment was immediately available from Fawzi Bukatif, whose command of February 17 made him one of the most powerful men in oil-rich eastern Libya since the uprising against Gaddafi last year; nor was there a reaction from Ismail al-Salabi, who had led the heavily armed, pro-government Rafallah al-Sahati.

Uncertainties and disputes over authority have seen clashes and other violence among rival groups over the past year.

The killing of U.S. Ambassador Christopher Stevens and three other Americans on September 11 - when the consulate was overrun by protesters and, some say, Islamist militants - embarrassed the interim Libyan leadership in the capital Tripoli and fuelled public anger at the continued presence on the streets of units from the revolutionary army whose loyalties are often unclear.

That popular fury after the death of a widely respected U.S. envoy who had played a role in supporting the anti-Gaddafi rebellion drove another militia, Islamist Ansar al-Sharia, out of Benghazi on Saturday. Two similar units in the eastern Islamist stronghold of Derna disbanded on Sunday.

The army, an institution that is being rebuilt as elected leaders work on establishing democracy, took advantage of that wave of popular sentiment to order unauthorized armed groups to leave public premises in Tripoli on Sunday - an operation which a military official said on Monday had been largely completed.

Army Colonel Salah Buhlaiga said two other colonels would replace Bukatif and Salabi: "I led the negotiations and we have done it successfully," he told Reuters. "We have taken command of those two big militias."

In the office of the chief-of-staff of the armed forces, spokesman Ali al-Shaikhy named the two new commanders as Colonel Emrajaa al-Mashaity at February 17 and Colonel Salahadeen Bin Omran at Rafallah al-Sahati. Together, these units can count on many hundreds of armed men in Benghazi, varyingly equipped but most recognizable by machinegun-mounted pick-up trucks.

Shaikhy said a new commander would also be named in the next few days for Libya's Shield, another paramilitary force first formed in the war against Gaddafi and which has taken on civil defense functions around the country's second city.

CHALLENGE

U.S. and Libyan investigators are still trying to work out what exactly happened at the Benghazi consulate but what is clear is that the militia units charged with keeping order failed to prevent an attack which followed protests against the U.S.-made video which has incensed Muslim opinion worldwide.

The militias are the clearest challenge to the authority of a central government forced to co-opt many of them to provide security. Official drives to either disband them or bring them fully under the control of the government have come and gone in the past, with little effect. But the growing frustration of the Libyan public may be tipping the balance at street level.

On Monday, London-based Amnesty International again accused militias of abusing human rights and called for their removal:

"We hear of individuals being abducted by armed militias, tortured including to death, driven out of their homes and killed or injured during armed confrontations. Such practices should have vanished with the end of the al-Gaddafi era, but they are ongoing in a climate of impunity," the group said.

The anarchic violence associated with the militias was on show in dramatic fashion on Friday when protesters who had pushed Ansar al-Sharia out of Benghazi moved to another compound believing that it, too, harbored anti-government Islamists.

It turned out to be the base of the pro-government Rafallah al-Sahati. Its fighters opened fire in an attempt to protect a large weapons store it had been asked to guard. Eleven people were killed and more than 60 injured before the militia left.

Six of the dead were bodyguards of a colonel in the regular Libyan army who went missing on Friday, suggesting a kidnapping that may have been the work of a militia group. ?DAVIE, Fla., ? U.S. Department of Agriculture (USDA) scientists teamed with Broward County students today to release beneficial beetles that are proving to be an effective biological control against the air potato vine, an aggressive, invasive exotic plant that is displacing native plant species and disrupting ecological functions throughout Florida.? The event at the Long Key Natural Area and Nature Center was hosted by the Agricultural Research Service (ARS), the chief intramural scientific research agency of USDA.

Scientists from ARS? Invasive Plant Research Laboratory (IPRL) at Fort Lauderdale, Fla., and the students released air potato leaf beetles (Lilioceris cheni) in an area infested by the vine, and visited a nearby beetle establishment site to observe the beneficial impact of the biocontrol program.? Sixteen beetles released on March 1, 2012, produced thousands of offspring which have caused nearly complete defoliation of the plants in the release area.

ARS? partners in the battle against the air potato vine included the Florida Fish and Wildlife Conservation Commission, which funded the project; the Florida Department of Agriculture and Consumer Services, the Dade County Department of Environmental Resource Management (DERM), the South Florida Water Management District, and Broward County Parks and Recreation.

Today?s beetle release resulted from ARS research on environmentally friendly ways to combat air potato vine, with support on the final collections of the beetle in southern China by ARS? Australian Biological Control Laboratory. ?The vine takes its name from the potato-like aerial formations it produces during late summer. Each of these formations can weigh up to two pounds.? The vine has been found in most of the Gulf Coast States, Puerto Rico, and as far north as the Carolinas.

?Air potato vine intermingles with important native plant species, so many traditional approaches used to control weeds, such as use of herbicides, aren?t viable options in this case,? said Ted Center, research leader at the Fort Lauderdale lab.? ?Using a biological control agent such as the air potato leaf beetle specifically targets the invasive vine while giving native plants room to grow and become more competitive. Air potato vines die back in the fall and sprout in the spring, but the beetles are able to survive the winter months without food. ?We think the overwintering beetles will quickly attack new vine sprouts when they appear in the spring.?

Center said the laboratory invited the students to participate in the beetle release to stimulate their interest in nature and biology, and to provide them with a deeper understanding of biological control and its benefit to the environment. ?This activity supports USDA?s commitment to the STEM (science, technology, engineering and mathematics) educational pipeline to help develop the scientists who will be needed in the future to ensure U.S. food security, innovation and agricultural sustainability for years to come.

The state?s unemployment rate is down from 8.1 percent a year ago, and below the national unemployment rate in August of 8.1 percent.

?"A major component to Texas? long-term economic development is consistent job growth, and that is exactly what we are seeing across a number of different industries,? said Texas Workforce Commission (TWC) Chairman Andres Alcantar. "The private sector in Texas has grown by 279,800 jobs over the last year, a 3.2 percent increase, while national private sector annual growth has been just 1.8 percent.?

?The annual growth rate for Texas has been positive for 28 consecutive months, and has been at or above 2.0 percent since December 2011.

?"Construction jobs grew by 13,600 in August, more than any other industry in Texas, with a total of nearly 38,000 jobs added in that industry in the past 12 months,? said TWC Commissioner Representing Labor Ronny Congleton.
