Rare Chinese porpoises dive toward extinction

Giant pandas have become China's poster child for endangered species, but now another iconic animal in the country can claim to be even rarer than the bears.?

There are just 1,000 individual Yangtze finless porpoises left in the wild, according to a new report. That's less than half of what a similar survey of the porpoises found six years ago.?

The rapidly dwindling numbers have conservationists worried that the species could vanish from the wild as early as 2025.?

"The species is moving fast toward its extinction," said Wang Ding, head of the expedition to count the porpoises and a professor at the Institute of Hydrobiology at the Chinese Academy of Sciences.?

Yangtze finless porpoises, the only freshwater finless porpoise in the world, live mainly in the Yangtze River and China's Dongting and Poyang lakes. They are threatened by shrinking food resources and man-made disturbances like shipping traffic.?

The expedition, which took place over 44 days last fall, comes after a similar trek along the Yangtze in 2007 failed to find any surviving Baiji dolphins, a close relative of the finless porpoise that was subsequently declared functionally extinct.?

The new report showed that some finless porpoises are splintering off into relatively isolated groups, which could hurt their ability to reproduce. The scientists also noted that more of the animals seemed to be flocking to wharf and port areas, perhaps to look for food.

"They may risk their lives for rich fish bait resources there," Wang said in a statement from the World Wildlife Fund, a conservation group involved in the report. "But busy shipping traffic close to the port areas poses a threat to the survival of finless porpoise."?

Other finless porpoises seemed to be avoiding human disturbances and were spotted gathering in dense groups in waters not open to ship traffic. But that strategy could backfire ? in these waters, the animals risk getting caught in illegal fishing traps.?

As part of their conservation recommendations, the report authors urge for a year-round fishing ban in all river dolphin reserves, and for new reserves to be established in Poyang Lake and along the Yangtze.?

The report, called the 2012 Yangtze Freshwater Dolphin Survey Report, was released Thursday (March 28).?

Cell reprogramming during liver regeneration

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

New study aims to prevent sports-related brain injury in youngsters

Mar. 28, 2013 ? Ice hockey accounts for nearly half of all traumatic brain injuries among children and youth participating in organized sports who required a trip to an emergency department in Canada, according to a new study out of St. Michael's Hospital.

The results are part of a first-of-its-kind study led by Dr. Michael Cusimano that looked at causes of sports-related brain injuries in Canadian youth and also uncovered some prevention tactics that could be immediately implemented to make sports safer for kids.

"Unless we understand how children are getting hurt in sport, we can't develop ways to prevent these serious injuries from happening," said Dr. Cusimano, a neurosurgeon and the lead author of the study. "One would think that we know the reasons why kids are having brain injuries in sports, but until know, it was based mainly on anecdotes."

The study used data from The Canadian Hospitals Injury Reporting and Prevention Program to look at the almost 13,000 children and youth aged 5-19 who had a sports-related brain injury between 1990 and 2009. The results appeared in the journal PLOS ONE today.

The researchers categorized injuries by players' ages, what sport they occurred in and what mechanisms had caused them -- "struck by player," "struck by object" (such as net or post), "struck by sport implement" (such as ball or stick), "struck by playing surface" and "other."

Hockey accounted for 44.3 per cent of all injuries and almost 70 per cent of them occurred in children over 10 as a result of player-to-player contact or being hit into the boards.

Dr. Cusimano said they expected to see high numbers in hockey because it's Canada's "national sport."

"This shows that body contact is still an area where we need to make major inroads to preventing brain injuries," Dr. Cusimano said. "For example, enforcing existing rules and making more effective incentives and disincentives about checking from behind could make huge improvements."

Nineteen per cent of the youth who suffered brain injuries got them during soccer, with most in the 10 to 14 or 15 to 19 age group. In these age ranges, the most common cause of injury was being struck by another player, kicks to the head or head-on-head collisions. In the younger group, age five to nine, players were more likely to suffer a traumatic brain injury from striking a surface or a goal post than those in older groups.

"There's a really straightforward solution here," Dr. Cusimano said. "Padding the goal posts could have potentially prevented a large number of these brain injuries in young children."

The results also found that the youngest age group was at the highest risk for getting seriously injured in baseball. Most of the 15.3 per cent of injuries occurred in children under the age of 14, with 45 per cent of them in children under nine.

Ball and bat injuries were most common, with the majority of injuries caused because the players stood too close to the batter or bat and were not supervised by an adult.

"These results give us a very specific prevention message for kids under nine who play baseball: make helmets and supervision a mandatory," said Dr. Cusimano. "The younger the child, the more supervision they need when using things like bats and balls. Simple rules around not being close to the batter can be taught to children and adults."

Football and rugby accounted for 12.9 per cent 5.6 per cent of injuries respectively, and the majority of them were caused by tackling.

Basketball made up 11.6 per cent of injuries, mostly caused by player-to-player elbowing, which increased as players got older.

"There is a real opportunity for prevention here," Dr. Cusimano said. "Having educational programs, proper equipment, rules and other incentives that support a culture of safety in sports should be a mandate of parents, coaches, players, sports organizations, schools, sports sponsors, and other groups like governments."

Funding for the research was provided by the Canadian Institutes of Health Research and the Ontario Neurotrauma Foundation.

Fall in gas prices could spur Easter travel in NC

CHARLOTTE, N.C. (AP) -- AAA Carolinas thinks a 16-cent drop in gas prices and a forecast of pleasant weather could lead motorists to do some traveling during the Easter weekend.

Since peaking at $3.80 on Feb. 22, the average cost of a gallon of gas in North Carolina has fallen to $3.64.

This year, the increase occurred earlier than usual, rising 58 cents from $3.22 on Dec. 20 to $3.80 on Feb. 22, before trending back downward.

The Fayetteville area has the highest-priced gasoline in North Carolina at $3.68. The least expensive gas in the state is in High Point at $3.56.

Although the Easter holiday isn't traditionally a heavy travel weekend, many North Carolina schools are on spring break, which increases traffic congestion and demand for gas.

You might think that North Dakota?with its booming economy and rapid population growth?would have better things to do with its public resources than waste them on a highly partisan, probably doomed legal campaign to overturn the Supreme Court?s 1973 ruling that made abortion legal in the United States.

But then again, enacting the nation?s most severe anti-abortion laws?and defending them against the various legal challenges they were designed to provoke?may not cost the state of North Dakota a dime.

It?s all thanks to the Liberty Counsel, a non-profit conservative-litigation group that supports challenges to Roe v. Wade. Mat Stavers, the chairman of Liberty Counsel, extended his support before North Dakota?s governor signed the legislation this week:

Cost should not be a part of Gov. Jack Dalrymple?s decision to sign or veto bills? Liberty Counsel will defend these laws pro bono. No rights are more fundamental than the right to life. Without life, all other rights are irrelevant.

And that?s not all. According to?state Sen. Margaret Sitte, a Republican who served as the primary sponsor of a so-called ?personhood? resolution like the one voters in Mississippi rejected last year, the Liberty Counsel may not be the only benefactor of North Dakota?s anti-abortion laws. Democracy Now! recently aired a clip of Sitte making the following statement on a Fargo-Grand Forks television stations:

There are lots of organizations who have lined up and said they will defend the state in these life bills. There?s the Liberty Counsel, Thomas More law society. Many organizations are standing ready to join with our attorney general and they have sent us emails saying they will bear the entire cost to defend these bills.

That should come as good news to Gov. Dalrymple, who told the Associated Press that he had asked the legislature to create a ?litigation fund? in support of the laws he signed this week. According to the AP, Dalrymple wasn?t sure how much it would cost to defend the new laws, but money, he said, wasn?t the issue.

College student loan interest rates set to double

WASHINGTON (AP) ? Incoming college freshmen could end up paying $5,000 more for the same student loans their older siblings have if Congress doesn't stop interest rates from doubling.

Sound familiar? The same warnings came last year. But now the presidential election is over and mandatory budget cuts are taking place, making a deal to avert a doubling of interest rates much more elusive before a July 1 deadline.

"What is definitely clear, this time around, there doesn't seem to be as much outcry," said Justin Draeger, president of the National Association of Student Financial Aid Administrators. "We're advising our members to tell students that the interest rates are going to double on new student loans, to 6.8 percent."

That rate hike only hits students taking out new subsidized loans. Students with outstanding subsidized loans are not expected to see their loan rates increase unless they take out a new subsidized Stafford loan. Students' non-subsidized loans are not expected to change, nor are loans taken from commercial lenders.

The difference between 3.4 percent and 6.8 percent interest rates is a $6 billion tab for taxpayers ? set against a backdrop of budget negotiations that have pitted the two parties in a standoff. President Barack Obama is expected to release his budget proposal in the coming weeks, adding another perspective to the debate.

Last year, with the presidential and congressional elections looming, students got a one-year reprieve on the doubling of interest rates. That expires July 1.

Neither party's budget proposal in Congress has money specifically set aside to keep student loans at their current rate. House Republicans' budget would double the interest rates on newly issued subsidized loans to help balance the federal budget in a decade. Senate Democrats say they want to keep the interest rates at their current levels but the budget they passed last week does not set aside money to keep the rates low.

In any event, neither side is likely to get what it wants. And that could lead to confusion for students as they receive their college admission letters and financial aid packages.

"Two ideas ... have been introduced so far ? neither of which is likely to go very far," said Terry Hartle, the top lobbyist for colleges at the American Council on Education.

House Republicans, led by Budget Committee Chairman Paul Ryan, have outlined a spending plan that would shift the interest rates back to their pre-2008 levels. Congress in 2007 lowered the rate to 6 percent for new loans started during the 2008 academic year, then down to 5.6 percent in 2009, down to 4.5 percent in 2010 and then to the current 3.4 percent a year later.

Some two-thirds of students are graduating with loans exceeding $25,000; one in 10 borrowers owes more than $54,000 in loans. And student loan debt now tops $1 trillion. For those students, the rates make significant differences in how much they have to pay back each month.

For some, the rates seem arbitrary and have little to do with interest rates available for other purchases such as homes or cars.

"Burdening students with 6.8 percent loans when interest rates in the economy are at historic lows makes no sense," said Lauren Asher, president of the Institute for College Access and Success, a nonprofit organization.

Both House Education Committee Chairman John Kline of Minnesota and his Democratic counterpart, Rep. George Miller of California, prefer to keep rates at their current levels but have not outlined how they might accomplish that goal.

Rep. Karen Bass, a California Democrat, last week introduced a proposal that would permanently cap the interest rate at 3.4 percent.

Senate Democrats say their budget proposal would permanently keep the student rates low. But their budget document doesn't explicitly cover the $6 billion annual cost. Instead, its committee report included a window for the Senate Health Education and Pension Committee to pass a student loan rate fix down the road.

But so far, the money isn't there. And if the committee wants to keep the rates where they are, they will have to find a way to pay for them, either through cuts to programs in the budget or by adding new taxes.

"Spending is measured in numbers, not words," said Jason Delisle, a former Republican staffer on the Senate Budget Committee and now director of the New America Foundation's Federal Budget Project. "The Murray budget does not include funding for any changes to student loans."

The Congressional Budget Office estimates that of the almost $113 billion in new student loans the government made this year, more than $38 billion will be lost to defaults, even after Washington collects what it can through wage garnishments.

The net cost to taxpayers after most students pay back their loans with interest is $5.7 billion. If the rate increases, Washington will be collecting more interest from new students' loans.

But those who lobbied lawmakers a year ago said they were pessimistic before Obama and his Republican challenger Mitt Romney both came out in support of keeping the rates low.

"We were at this point and we knew this issue was looming. But it wasn't anything we had any real traction with," said Tobin Van Ostern, deputy director of Campus Progress at the liberal Center for American Progress. "At this point, I didn't think we'd prevent them from doubling."

This time, he's looking at the July 1 deadline with the same concern.

"Having a deadline does help. It's much easier to deal with one specific date," Van Ostern said. "But if Congress can't come together ... interest rates are going to double. There tends to be a tendency for inaction."

Four men arrested for allegedly smoking marijuana in NJ police parking lot

New Jersey state troopers have arrested four men for allegedly smoking marijuana in the back of a police station parking lot Tuesday.?

A state trooper was preparing for a night on patrol at the Totowa station when he noticed a strong marijuana scent, state police said.

He walked toward a 2002 Oldsmobile Intrigue and found three men with small bags of marijuana allegedly in the open. They were waiting for a fourth friend who was visiting the station to pick up paperwork for an impounded car, according to police.?

Police said they found 15 plastic bags of marijuana and more than a dozen suspected ecstasy pills inside the car.

State troopers at the station immediately arrested the suspects. The fourth man later emerged from the station and was arrested as well.

The men, who are in their early 20s and from Paterson and West Paterson, were arrested and charged with drug possession, police said.

North Korea Cuts Off 3G Access For Foreign Visitors Just Weeks After Allowing It

Just weeks after first allowing foreign visitors to access 3G networks, North Korea has reportedly cut off mobile Internet service for short-term tourists, reports North Korea Tech (h/t Tech In Asia), which spotted a notice on Koryo Tours’ Web site. The Beijing-based company, which specializes in arranging tours to North Korea, said: ?3G access is no longer available for tourists to the DPRK. Sim cards can still be purchased to make international calls but no internet access is available.” Foreigners visiting North Korea were allowed to get uncensored 3G data for the first time on March 1. Typically banned services like Twitter and Skype were available on the network, which was set up by Koryolink, a joint venture of Egyptian company Orascom Telecom Holding and North Korean state-owned Korea Post and Telecommunications Corporation (KPTC). North Koreans are blocked from accessing the global Web and allowed only a few services, such as MMS messaging and subscriptions to Rodong Sinmun, the state-run newspaper. There’s no word yet on why North Korea decided to cut off 3G access for visitors, but it could be because the government was unnerved by the worldwide interest in tweets, Instagram pics, and other online missives sent by visitors to the highly-secretive country. The news that the DPRK has suspended 3G access for foreigners comes hours after North Korean state media said that the country’s military has ordered rocket and artillery units to be on “highest alert” to strike bases on the U.S. mainland, Guam, Hawaii, and other targets in the Pacific and South Korea. Supreme court limits police use of drug-sniffing dogs

(Reuters) - The Supreme Court on Tuesday limited the ability of police to use a trained dog to sniff around the outside of a home for illegal drugs that might be inside.

By a 5-4 vote, the court said the use by law enforcement authorities of trained police dogs to investigate a home and its immediate surroundings was a "search" within the meaning of the Fourth Amendment of the Constitution, and required a warrant.

"A police officer not armed with a warrant may approach a home and knock, precisely because that is no more than any private citizen might do," Justice Antonin Scalia wrote for the majority.

"But introducing a trained police dog to explore the area around the home in hopes of discovering incriminating evidence is something else," he added. "There is no customary invitation to do that."

For purposes of the Fourth Amendment, Scalia said, "the home is first among equals."

The decision upheld a 2011 ruling by the Florida Supreme Court suppressing evidence uncovered at Joelis Jardines' home with the help of Franky, a chocolate Labrador retriever with a strong record of sniffing out drug stashes.

Howard Blumberg, a public defender who argued Jardines' appeal, said he was pleased by the ruling. "It's a very important decision for all citizens, because it helps ensure their right of privacy in the places where they live," he said in a phone interview.

Gregory Garre, a former U.S. solicitor general who argued Florida's appeal, did not immediately respond to a request for comment.

TWO DOG SNIFF CASES

Franky's handler, Detective Douglas Bartelt, had let the dog smell near the base of the front door of the home near Miami after receiving an anonymous tip about marijuana growing inside.

Only after the dog sat down, signaling an "alert" that something was amiss, did the police obtain a warrant to search inside.

The tip proved accurate and more than 25 pounds (11.3 kilograms) of marijuana were found inside, leading to Jardines' arrest.

Blumberg said Jardines is now in a Florida state prison on unrelated charges, but that Tuesday's decision ends the case stemming from the dog's search.

The decision is the court's second this term addressing whether law enforcement authorities complied with the Fourth Amendment in obtaining drug evidence based on a sniffer dog's "alert."

On February 19, the court had unanimously allowed the search of a pickup truck, saying the handler of a dog that had signaled the presence of drug ingredients inside could reasonably believe that the dog was reliable.

IDEOLOGICAL DIVIDE BREACHED

Tuesday's vote did not follow the Supreme Court's usual ideological divide.

Joining Scalia's opinion were Justice Clarence Thomas, who is one of the more conservative justices, and the more liberal Justices Ruth Bader Ginsburg, Sonia Sotomayor and Elena Kagan.

In a concurring opinion, Kagan, joined by Ginsburg and Sotomayor, wrote that the search violated Jardines' reasonable expectation of privacy, an issue Scalia did not reach.

The search dog Franky "was not your neighbor's pet," Kagan wrote.

Justice Samuel Alito dissented, joined by Chief Justice John Roberts, Justice Anthony Kennedy and Justice Stephen Breyer.

The latter is part of the court's more liberal wing, but sometimes votes more conservatively in criminal cases.

Alito noted that law-enforcement authorities have employed dogs' acute sense of smell for centuries and the use of Franky was not a trespass and did not violate Jardines' privacy rights.

"A reasonable person understands that odors emanating from a house may be detected from locations that are open to the public," Alito wrote. "A reasonable person will not count on the strength of those odors remaining within the range that, while detectible by a dog, cannot be smelled by a human."

Scalia said using the dog was no different from using thermal imaging technology from afar to peer inside homes without a warrant, which the court voided in a 2001 decision he also wrote.

"The antiquity of the tools that they bring along is irrelevant," Scalia wrote, referring to police.

Scalia also wrote a 2012 decision that limited the police's use of GPS vehicle-tracking devices.

The case is Florida v. Jardines, U.S. Supreme Court, No. 11-564.

Dell board will deal with Icahn, Blackstone

Michael Dell may have to hike the price he's willing to pay if he wants to take the computer company he founded private, thanks to competition from two new acquisition offers.

A special committee of independent Dell Inc. directors said Monday that it will negotiate with buyout specialist Blackstone Group and activist investor Carl Icahn over bids that rival an offer of more than $24 billion from CEO and Chairman Michael Dell and Silver Lake Partners.

The committee has determined that the bids could be superior to the proposal from Dell and Silver Lake, which amounts to $13.65 per share.

Blackstone proposed buying the Round Rock, Texas, company in a deal that would equate to more than $14.25 per share. Icahn wants to buy up to 58 percent of Dell's shares for $15 each.

Icahn Enterprises said in a statement its offer would allow shareholders "that believe, like us, that the future for Dell is bright," to continue with the company.

The special committee said Michael Dell is willing to work with third parties on alternate acquisition proposals.

"We intend to work diligently with all three potential acquirers to ensure the best possible outcome for Dell shareholders, whichever transaction that may be," said Alex Mandl, special committee chairman, in a statement.

That's good news for shareholders hoping for a higher price, and Dell Inc. shares climbed 3.3 percent, or 46 cents, to $14.60 in morning trading.

Dell and other PC makers are struggling as technology spending shifts to smartphones and tablet computers. Dell and HP, the top PC maker, are trying to adapt by making more tablets and diversifying into more profitable areas of technology, such as business software, data analytics and storage.

Michael Dell believes he will be in a better position to overhaul the company if he no longer has to worry about Wall Street's focus on profit fluctuations from one quarter to the next.

The special committee, which is made of four independent directors, spent more than five months evaluating options for Dell before deciding on the offer from Dell and Silver Lake. It considered changes to the company's business plan, a change in dividend policy and sales of all or parts of the business.

Silver Lake raised its bid six times by about $4 billion over the course of negotiations, and the committee said in a statement that it still recommends that bid while it evaluates the other offers.

Icahn, who has a $1 billion stock position in Dell, and other investors have criticized that bid as too low. Southeastern Asset Management, Dell's second-largest shareholder after Michael Dell, has asserted the company is worth closer to $24 per share.

The offer from Michael Dell and Silver Lake was announced in early February. Dell's board then set a 45-day period to allow for offers that might top that bid. That period expired Friday.

Many investors expected that a higher bid was in the works for the world's third-largest PC maker. Several buyout scenarios tying Blackstone to Dell were leaked to the media last week.

Shares of Dell had climbed nearly 40 percent so far in 2013, as of Friday's market close. That includes a rise of nearly 7 percent since the shares closed at $13.27 on Feb. 4, the day before the Dell-Silver Lake bid was announced.

Israel closes West Bank for Jewish holiday

BETHLEHEM (Ma'an) -- The Israeli army will impose a general closure of the West Bank during the Jewish holiday of Passover, the army said Sunday.

The West Bank will be closed from midnight Sunday until midnight Tuesday, the army said in a statement.

"Persons in need of medical attention, humanitarian aid or exceptional cases will be permitted to pass for care, with the authorization of the Civil Administration," the army added.

Amniotic fluid stem cells repair gut damage

Mar. 24, 2013 ? Stem cells taken from amniotic fluid were used to restore gut structure and function following intestinal damage in rodents, in new research published in the journal Gut. The findings pave the way for a new form of cell therapy to reverse serious damage from inflammation in the intestines of babies.

The study, funded by Great Ormond Street Hospital Children's Charity, investigated a new way to treat necrotizing enterocolitis (NEC), where severe inflammation destroys tissues in the gut. NEC is the most common gastrointestinal surgical emergency in newborn babies, with mortality rates of around 15 to 30 per cent in the UK.

While breast milk and probiotics can help to reduce the incidence of the disease, no medical treatments are currently available other than surgery once NEC sets in. Surgical removal of the dead tissue shortens the bowel and can lead to intestinal failure, with some babies eventually needing ongoing parenteral nutrition (feeding via an intravenous line) or an intestinal transplant.

In the study, led by the UCL Institute of Child Health, amniotic fluid stem (AFS) cells were harvested from rodent amniotic fluid and given to rats with NEC. Other rats with the same condition were given bone marrow stem cells taken from their femurs, or fed as normal with no treatment, to compare the clinical outcomes of different treatments.

NEC-affected rats injected with AFS cells showed significantly higher survival rates a week after being treated, compared to the other two groups. Inspection of their intestines, including with micro magnetic resonance imaging (MRI), showed the inflammation to be significantly reduced, with fewer dead cells, greater self-renewal of the gut tissue and better overall intestinal function.

While bone marrow stem cells have been known to help reverse colonic damage in irritable bowel disease by regenerating tissue, the beneficial effects from stem cell therapy in NEC appear to work via a different mechanism. Following their injection into the gut, the AFS cells moved into the intestinal villi -- the small, finger-like projections that protrude from the lining of the intestinal wall and pass nutrients from the intestine into the blood. However, rather than directly repairing the damaged tissue, the AFS cells appear to have released specific growth factors that acted on progenitor cells in the gut which in turn, reduced the inflammation and triggered the formation of new villi and other tissues.

Dr Paolo De Coppi, UCL Institute of Child Health, who led the study, says: "Stem cells are well known to have anti-inflammatory effects, but this is the first time we have shown that amniotic fluid stem cells can repair damage in the intestines. In the future, we hope that stem cells found in amniotic fluid will be used more widely in therapies and in research, particularly for the treatment of congenital malformations. Although amniotic fluid stem cells have a more limited capacity to develop into different cell types than those from the embryo, they nevertheless show promise for many parts of the body including the liver, muscle and nervous system."

Dr Simon Eaton, UCL Institute of Child Health and co-author of the study, adds: "Once we have a better understanding of the mechanisms by which AFS cells trigger repair and restore function in the gut, we can start to explore new cellular or pharmacological therapies for infants with necrotizing enterocolitis."

Cyprus races to complete alternative rescue plan

NICOSIA, Cyprus (AP) ? Politicians in Cyprus were racing Saturday to complete an alternative plan raising funds necessary for the country to qualify for an international bailout, with a potential bankruptcy just three days away.

Finance Minister Michalis Sarris said "significant progress" had been made, and that new legislation raising funds could be completed and debated in Parliament as early as Saturday evening, although the timing was not certain.

Cyprus has been told it must raise 5.8 billion euros ($7.5 billion) in order to secure 10 billion euros in rescue loans from other European countries that use the single currency, and from the International Monetary Fund. The country's lawmakers soundly rejected an unpopular initial plan that would have seized up to 10 percent of people's bank accounts, and is now seeking a way to raise the desperately needed money.

Time is running out fast. The European Central Bank has said it will stop providing emergency funding to Cyprus' banks after Monday if no new plan is in place. Without ECB's support, Cypriot banks would collapse on Tuesday, pushing the country toward bankruptcy and a potential exit from the 17-nation eurozone.

Banks have been shut all week while the plan is put into place, and are not due to reopen until next Tuesday. Cash has been available through ATMs, but many run out quickly, and those machines for the troubled Laiki Bank are only dispensing 260 euros a day.

Nicosia made a significant step towards cementing a new plan Friday night, when its lawmakers approved nine bills, including three crucial ones that will restructure ailing banks, restrict financial transactions in emergencies and set up a "solidarity fund" that will act as the vehicle for raising funds from investments and contributions.

The bank restructuring will include the country's troubled second largest lender, Laiki, which suffered heavy losses after being exposed to toxic Greek debt.

Thousands of angry bank employees afraid of losing their jobs marched through the center of Nicosia to the Finance Ministry and Parliament, some with placards around their necks reading: "No to the bankruptcy of Cyprus." They marched up to the front of the ministry, calling on President Nicos Anastasiades to resign and chanting, "Anas, you took our homes away from us."

Bank employee Zoei Koiachi said: "We are protesting for our jobs, and jobs of all in Cyprus."

The restructuring of Laiki and the sale of the toxic-asset laden Greek branches of Cypriot banks is expected to cut the amount the country needs to raise to about 3 billion euros instead of 5.8 billion euros, officials have said.

Other banks may also be included in the restructuring, such as the country's largest lender, Bank of Cyprus, which was also exposed to Greek debt.

"We have to be clear to protect the financial system and for banks to open Tuesday with a clear picture," Sarris said.

Representatives of the IMF, ECB and European Commission ? collectively known as the troika ? met with Sarris and other officials in the Finance Ministry in the morning, negotiating several new proposals, including a crucial bill that would impose some form of a tax on bank deposits.

The details were still being worked out, but officials have said that the tax could apply to deposits in the country's top two lenders, which were most exposed to bad Greek debt, or even all banks.

Troika consent is essential as they will determine whether the plan that the Cypriots come up with would meet the requirements for the bailout before it is presented to the eurozone finance ministers for final approval.

A eurogroup meeting of the finance ministers will be held in Brussels Sunday evening. Cyprus President Nicos Anastasiades was also expected to fly there, though details of the timing was unclear.

"Significant progress has been made toward an agreement at least with the troika which will report to the Eurogroup," Sarris told reporters after the initial morning meeting at his ministry.

"Two or three issues need further work, issues on banks, there are different calculations," Sarris said. "There is the contribution of experts from the private sector."

The experts would hold consultations amongst themselves and officials would resume negotiations with the troika again later Saturday afternoon.

"We have a number of experts that are working from the private sector, at the Central Bank, at the Ministry of Finance trying to iron out these details so that when we do reach an agreement there will be no room for different understanding or misrepresentation."
