Getting My Vassal Mayor/Bishop Married?

You can actually only arrange marriages for someone of your court, not for your vassals.

Your vassals have their own court and are members of their own court, so you can only negotiate a marriage WITH them, and not FOR them.

I hope that makes things clearer.

EDIT: now that I think of it, there is a way around it, I think: give your vassal a position in your own council, and he will be a part of your court; then you can arrange a marriage for him (not 100% sure, but it should work).
